Halloween video

I need to make a very short Halloween video.  I used to have video editing software, but no longer.

My needs are not extreme.  Slap a JPG on the screen for a few seconds, cut to a similar JPG with annotations, repeat, then cut to some video of kids having fun (after getting over their initial fear).

Does Windows 10 have anything built-in to do this?  Any recommendations from forumites?

I'm late to this, though it seems no one else even turned up ...

You could try the NCH software suite, which includes a freeware video editor, along with a brace of other utilities (sound recorder, DVD writer, graphics file converter, etc).

Probably won't provide you with lots of bells and whistles, but may get the job done, and it's free.
