However, I imagine you were also implying that the word might be considered for acceptance in the puzzle. To that question, the answer is: Yes.
I don't think I had ever noticed the word kheer, although I dare say I've seen it plenty of times on Indian restaurant menus. I also couldn't see it in any standard dictionary, but it is used in numerous books and periodicals. Some editors put the word in italics, but many don't. It appears, of course, mainly in cookery books, but it can be found also in other non-fiction books (e.g. History, religion & culture of India by S. Gajrani) and in fiction (e.g. The anger of aubergines: stories of women and food by Bulbul Sharma).
I think it's used often enough in English language writing for us to allow it as a rare word.
